BiH Ministry of Finance cannot finance elections from the current budget reserve

SARAJEVO, May 14 (FENA) – Since the budget of institutions and international commitments of Bosnia and Herzegovina for 2020 has not yet been adopted and thus funds for the organization and implementation of local elections have not been secured, the Central Election Commission of BiH (BiH CEC) addressed the Ministry of Finance and Treasury of BiH on April 30 with a request to provide the necessary financial resources from the current reserves.

BiH CEC received two letters from the Ministry today, and in the first letter it is stated that the Ministry cannot support the request for allocation of funds from the current reserve for financing the 2020 Local Elections.

This is explained in such a way that the Bill on Budget of Institutions and International Commitments of BiH for 2019 determines the budget reserve in the amount of 3.428.000 KM per year and that it is significantly less than the amount needed to finance the 2020 Local Elections.

The Ministry of Finance and Treasury of BiH also refers to the Law on Financing of Institutions of Bosnia and Herzegovina, which stipulates that the current reserve can be used to finance emergency expenditures and programs that are not determined in the budget.

In the second letter of the Ministry of Finance and Treasury of BiH, the CEC was informed, among other things, that the Bill on Budget of Institutions and International Commitments of BiH was in process of adoption at the time of writing this announcement, the PR Office of the BiH CEC stated.
