RSNA is free to hold sessions on any matter, but PIC decides on closure of OHR

SARAJEVO, March 11 (FENA) – The RS National Assembly is free to hold sessions on any matter it deems necessary. However, it is the Peace Implementation Council Steering Board (PIC) that decides on the closure of the OHR, the OHR wrote on its official Twitter profile.

They remind that PIC Steering Board has set preconditions for closure and that is the fulfilment by the BiH authorities of the 5+2 Agenda, as well as a “positive assessment of the situation in BiH”.

Besides, the High Representative derives his authority not only from the Dayton Peace Agreement, but also from the UN Security Council resolutions, responding in this way to the accusations of the Chairman of the Presidency of BiH and the leader of the SNSD, Milorad Dodik, that the OHR does not have the authority for some decisions of that body of the international community.

“Accordingly, the authorities of the High Representative are matters arising under international law and are not subjet to review by the BiH authorities, including the RSNA,” they concluded.

Yesterday, Dodik reiterated his long-standing views on the need to abolish the Office of the High Representative (OHR), addressing members of the Republika Srpska National Assembly at a special session.

A session of was held in Banja Luka yesterday to discuss only one item on the agenda that Dodik suggested: “Assessment of the work of the High Representative, implementation of Annex 10 of the General Framework Agreement for Peace in BiH / Dayton Agreement / in connection with the talks on the appointment of a new High Representative in BiH.

Among the conclusions adopted by the entity legislature are calls, among other things, for the abolition of the OHR and the threat of a “peaceful disintegration” between Republika Srpska and Bosnia and Herzegovina.
